HighLevel pricing for agencies

Starter, Unlimited, and Pro, and which one matches how you work.

HighLevel sells an agency subscription, then lets you open sub-accounts inside it. A sub-account is the separate workspace for one client. The plan price does not go up per contact. It changes when you need more sub-accounts, rebilling, or SaaS mode. Phone, SMS, email, and some AI features have usage charges on top of that price.

The three agency plans

Monthly prices are the ones named in the pricing FAQ. Annual prices are the yearly figures on that same page for the matching plan.

How to read the plans

Starter

Starter is the plan HighLevel describes for a smaller business or a new agency. The cap that matters is 3 sub-accounts. Contacts and users are not capped on this plan, according to the FAQ. You do not get client rebilling or SaaS mode here.

Unlimited

Unlimited is the plan for an agency that will keep adding clients. The sub-account cap goes away. HighLevel also lists rebilling of phone and email at cost (no markup) and basic API access. You do not need Pro to get unlimited sub-accounts. Unlimited already includes them.

Pro

Pro is the SaaS plan. HighLevel’s FAQ describes SaaS mode as selling subscriptions from your own site, creating client accounts automatically, and rebilling usage. The pricing card adds rebilling with a markup, user and agent reporting, and advanced API access. That is a software feature. It is not a promise that anyone will pay you, and this page does not promise income from it.

What the subscription does not include

HighLevel says the subscription covers platform features, and that phone numbers, SMS, emails sent, and premium AI usage are charged separately. On Unlimited and Pro you can rebill those usage costs to clients. The FAQ also says you can upgrade or downgrade later, and that a mid-month upgrade is charged the prorated difference.

The pricing FAQ says you can connect custom domains and white-label the desktop app. The white-label mobile app is a separate add-on at $497/month on the pricing page, and the Enterprise description says that app is included with that custom plan. Enterprise has no public fixed price. Other add-ons (HIPAA, extra AI, and others) are listed on the same page with their own prices.

A 14-day trial is offered on Starter, Unlimited, and Pro. HighLevel says billing starts when the trial ends unless you cancel, and usage fees can apply during the trial.

Recommendation

Pick the plan by sub-accounts, not by a longer feature list. Use Starter if three client accounts is enough. Use Unlimited if you will go past three and you want phone and email rebilling at cost. Open Pro only if you intend to use SaaS mode. Read what a sub-account is if that word is still fuzzy, or the ActiveCampaign comparison if the other option is an email tool priced by contacts.
